I think the Maxis team hit their goals quite well in terms of anyone being able to pass something reasonable out that quickly. I'm wouldn't call myself an artist by any definition, but the editor is great that way: 5 minutes or 5 hours and you think you've got a masterpiece. Especially after a little experience with it, you can throw something passable together in under 5 minutes.
